Sant Llis, October 2018. After four hours of intense rain, a torrent overflows its banks, flooding a small town in Mallorca and causing eleven deaths, several injuries and much material damage.
Very soon a wave of reactions is unleashed: an explosion of unprecedented solidarity and media coverage that raises more and more doubts. Could the tragedy have been avoided? Did the emergency protocols work? Why does building continue on the banks of torrents?
